Missouri Government, Faith-based and Community Partnership/State Council

The Government, Faith-based and Community Partnership was created by Executive Order after the Great Flood of 1993 to improve the coordination of response to the overwhelming human needs caused by that event.  The Partnership was reaffirmed by Executive Order 03-23 in December 2003.  As charged in the Executive Order, the Partnership’s responsibilities are:

  • Reviewing and implementing, as appropriate, the recommendations of the original Government, Faith-based and Community Partnership;
  • Reviewing the human services disaster response and recovery delivery methods with a goal of improving service to the citizens of Missouri;
  • Designing methods of more rapid collection and analysis of data on disaster victims and their needs;
  • Developing a simplified intake system linked to centralized databanks to improve human services response and recovery services;
  • Establishing more rapid and complete communications to disaster victims and care­givers during emergency response and recovery stages;
  • Promoting, training and supporting local committees, similar to the local unmet needs committees formed during the flood of 1993, with additional attention to the establishment and representation of community Citizen Councils; and
  • Functioning as a Statewide Citizen Council for the State of Missouri, with support to the Homeland Security Council on post-disaster human service issues.

 

Partnership/Council Mission

The mission of the Government, Faith-based and Community Partnership is to aid Missourians' recovery plans by developing and implementing a holistic approach to disaster recovery, maximizing public and private resources to facilitate an efficient and effective integrated system addressing human services, housing, infrastructure, community and economic development issues.

Vision Statement of the Government, Faith-based and Community Partnership: The Disaster Recovery Partnership acts to enhance Missouri's ability to plan and prepare for, mitigate against, respond to and recover from any disaster so that all Missourians, directly or indirectly affected, may be associated and empowered in their recovery.

Upcoming Meetings

The State Citizen Council / State Government, Faith-based and Community Partnership has regular quarterly meetings plus additional emergency meetings if needed. The yearly quarterly meeting schedule is the second Thursday of March, June, September and December. In 2006 the dates will be March 9, June 8, September 14 and December 14.

 

 

Partnership/Council Membership, Committee and Contact Persons

The Partnership is comprised of governmental and private agency representatives. 

         Current members represent the state departments of:

Agriculture, Economic Development, Elementary and Secondary Education, Health and Senior Services, Insurance, Labor and Industrial Relations, Mental Health, Social Services, Natural Resources, Conservation, the State Emergency Management Agency, and the Office of Administration. 

Additional members represent the Missouri Housing Development Commission, Missouri Community Service Commission, USDA Rural Development, Missouri National Guard, and FEMA Region VII. 

Private agency members represent:

AmeriCorps, Missouri Baptist Disaster Relief, Church World Service, Missouri Association for Social Welfare, Missouri Legal Services Support Center, University Outreach and Extension, Salvation Army, Missouri Association for Community Action, Missouri Catholic Conference, Missouri Voluntary Organizations Active in Disaster, American Red Cross, Missouri AFL-CIO, and the Missouri Interfaith Disaster Response Organization.

The Partnership is directed by two co-chairs.  One co-chair represents the public sector members of the Partnership and is appointed by the Governor.  This position is currently filled by David Cosgrove of the Governor’s Office.  The second co-chair represents the private sector members of the Partnership and is elected by a majority vote of such members.  This position is currently filled by Karen Benson of the United Methodist Disaster Response Team.

Staff support is provided by the State Emergency Management Agency’s Statewide Volunteer Coordinator, Dante Gliniecki, and Citizen Corps Coordinator, Matthew Nutt.

 

Missouri Voluntary Agencies Active in Disaster (MOVOAD)

Who and what is MOVOAD? MOVOAD's main goal is to increase cooperation, coordination, communication, education and to improve disaster legislation. To bring together National Voluntary Organizations Active in Disaster to foster more effective service through mitigation and response for the benefit of people affected (imperiled and impacted) by disaster through:

  1. Cooperation: To create a climate of cooperation at all levels (including grass roots) to provide information.
  2. Coordination: To coordinate policy among member organizations and to serve as a liaison, advocate and national voice.
  3. Communication: To disseminate information through the newsletter, the director,research and demonstration, case study and critique.
  4. Education: To increase mutual awareness and understanding of each organization.
  5. Convention Mechanisms: To arrange for such meetings and conferences as necessary to accomplish the purpose of MOVOAD.
  6. Legislation: To encourage effective disaster relief legislation and policy.

Membership of MOVOAD:

  1. Membership can be obtained by any non-profit voluntary organization having a constitutional reference and who supports an organized disaster response program. The service and resources of that organization also need to be available to all disaster victims. Representation of county and state agencies are encouraged to have liaison involvement with MOVOAD. Their advice and expertise should be sought and encouraged. These representatives serve as ex-officio members and do not hold voting privileges.
  2. Members participating and voting at any (annual/regular) meeting shall be designated representatives of participating organizations and shall have one vote. Written proxies are acceptable if presented to the chairperson prior to the meeting.
