Missouri River Flooding Situation Report 11:30 a.m. July 21
NEW INFORMATION IN BOLD
Summary
The State of Missouri continues to aid Jasper and Newton counties and the City of Joplin in their recovery efforts from the EF-5 tornado that struck the city on May 22, 2011. Teams from SEMA, FEMA, and the Small Business Administration are assisting with recovery efforts.
The Corps of Engineers began releasing 160,000 cfs as of 06/23/2011. SEMA is monitoring the potential flooding impacts from the Missouri River in the north-western and north-eastern parts of the state.

Forecast information –
St. Joseph & Northwestern Missouri
Tonight: A slight chance of showers and thunderstorms. Partly cloudy, with a low around 77. South southeast wind between 8 and 13 mph. Chance of precipitation is 20%.
Friday: Mostly sunny and hot, with a high near 99. Heat index values as high as 110. South wind between 8 and 10 mph.
Region A
Carroll County - Working with MODOT on issues involving Highway 65. Highway 65 is backing up on the east side and is beginning to affect the northbound lanes. Repairs have been made on the Miles Point levee and water is receding at Wakenda. Monitoring levees overtopping at Wakenda. Monitoring sand boils at Miles Point. Water is receding in the Wakenda area starting to trap wildlife in the area. Approximately twenty miles of farmland are underwater in the Wakenda area. There is sandbagging around sand boils in the Miles Point area. Levees are holding well. The railroad is working on the rail system in the Wakenda area. There are 12-15 square miles of agricultural land underwater. The Sugar Tree Levee was repaired and is holding.
Clay County: There was minor damage on a county road, however it has been repaired. Water is now below the flood stage. Monitoring situation. Water is receding in the area. There is 1 house that has water in it and 1 farm that still has water on it. The railroad has repaired the breeched levee. A railroad levee broke (07/11/2011) at 210 Highway resulting in the loss of several hundred acres of farmland. This has been repaired.
Jackson County: A total of 1000 acres of agricultural land is under water due to flooding.
Platte County: Concerns about mosquito population and control. In areas where water is receding, they have noted that there are concerns with the soil and DNR is going to look into this. At Parkville water is 25 to 50 feet away from sandbags that are in place. In the Riverside area water has receded around Hwy 9. Water is over the I-10 power plant main entrance and the workers will be starting to build up a rock roadway to get to the plant. Westin area has parts of 45 hwy open with 1 lane to about 1/4 mile south of the water plant entrance. Burlington Northern is working on the tracks that have been flooded. In Riverside water is still on 1 lane of Hwy. 9. Waters have receded one foot in the Parkville area. The park has sustained severe damage with sand and silt in the area. County requested a pump for the Waldren Levee. Iatan Power Plant is working on an alternative plan to supply itself with coal. Flood waters are receding slightly.
Ray County: Several levees near topping. Corps of Engineers technicians are looking at boil on a pipe and the National Guard is putting a ring around it.
Region F
Cooper County: Finished flood preparations at Wooldridge. Two sand boils have been mitigated.
Region H
Andrew County: Water is down along the roadways on the 476 Levee. 911 service is down due to compromised fiber optic cables. Received 12" pumps and the National Guard is helping to install them. Evaluating damage and working security issues. A second checkpoint will be established on the north end of the Township of Nodaway.
Atchison County: Estimates 7,200 acres of land are flooded.
Buchanan County: The airport has requested Hesco Barriers.
City of St. Joseph: Has gator available and should receive the Hesco Barriers this week. Has received the pumps they requested and are working closely with Buchanan County.
Holt County: Inmates are in Forest City working on sandbagging efforts.
ESF #1: 52 reported road closures due to flooding. US 136 has damage in Atchison County. Still flagging on Hwy. 65 North of Waverly.
ESF #2 Nothing to Report
ESF #3: Public Drinking Water reported that the Atchison County Public Water Supply District #1 had cut off lines to Langdon, Phelps City, and Watson due to levee breaches. City of Independence has two wells that are out of service, however there are many more in place to serve citizens.
ESF #5: State EOC is operating from 730a-500p through FRI (JUL 22). Beginning MON (JUL 25), State EOC will operate during normal business hours. After-hours calls will be handled by the SEMA Duty Officer.
ESF #6: One shelter open in Rock Port with a population of 6 people. Other shelters are on standby should they be needed.
ESF #7: Processing and tracking requests and coordinating with USACE to provide resource support for the Northwest Missouri flood fight.
ESF #8: Dept. of Health is working with Atchison County on their insect issues and there are resources available on their website in reference to insect related issues. Dept. of Mental Health is coordinating with the Ozark Center in Joplin on case management. Dept. of Mental Health had 6 volunteers that made 115 calls. The Dept of Mental Health (DMH) opened up a new local crisis and coordination phone line, (417) 347-7070, at Ozark Mental Health.
ESF #10: No report standing by to assist if needed. Work continues in Joplin, mission is completed in the Birds Point area. DNR continues to monitor river levels. Crews out cleaning up orphaned containers in SE Missouri. DNR has identified RMP facilities in the potential flood areas and are contacting the facilities to see if needs are met.
ESF #12: Nothing to report today. The electric co-ops would like to remind everyone that when working around power lines to always assume they are still energized.
ESF #16: No report. Working sandbagging operations. Reports of a Levee Breach 4 miles away from Forest City on Cannon Creek and Kennison.
ESF #17: The Humane Society is locating shelters in the affected areas. Standing by to assist as needed.
