Small Business Administration Disaster Loan Outreach Center Opens in Lincoln County Following Approval of Governor Kehoe’s Request for SBA Assistance for Severe Storms and Flash Flooding July 26-27

SBA approval of Governor Kehoe’s August 11 request makes low-interest disaster loans available for homeowners, renters, businesses, and private nonprofits in five more Missouri counties

JEFFERSON CITY – Today, the Missouri State Emergency Management Agency (SEMA) announced that the U.S. Small Business Administration (SBA) approved Governor Mike Kehoe’s request to make available low-interest federal disaster loans to homeowners, renters, businesses, and private nonprofits impacted by severe storms and flash flooding that occurred because of flash flooding July 26 and 27.

The August 13 SBA disaster declaration makes the loans available in Lincoln, Montgomery, Pike, St. Charles, and Warren counties. Interest rates are as low as 4% for businesses, 3.62% for nonprofits, and 2.81% for homeowners and renters, with terms up to 30 years. Interest does not begin to accrue, and payments are not due until 12 months from the date of the first loan disbursement. SBA sets loan amounts and terms based on each applicant’s financial condition.

A Disaster Loan Outreach Center (DLOC) opened today in Lincoln County to provide in-person support for impacted individuals who may be considering an SBA disaster loan to receive application assistance and further guidance on potential funds available. It will be operational Monday – Friday, 9 a.m. – 6 p.m. Walk-ins are accepted, but you can schedule an in-person appointment in advance at appointment.sba.gov.

This approval also makes SBA’s Economic Injury Disaster Loan program available to eligible small businesses, small agricultural cooperatives, nurseries and private nonprofit (PNP) organizations impacted by financial losses directly related to the disaster.

For people who are deaf, hard of hearing, or have a speech disability, please dial 7-1-1 to access telecommunications relay services.

The deadline to return physical damage applications is Oct. 14, 2025. The deadline to return economic injury applications is May 13, 2026.

Three more DLOCs as well as an SBA Business Recovery Center also remain operational in Missouri due to other disasters that were declared earlier this year.

The Greene County DLOC is open to assist Missouri homeowners, renters, and business owners who were affected by severe storms and flooding that occurred either on April 29 or June 29. 

  • April 29 Disaster: More than $617,000 in low-interest disaster loans approved in Barry, Camden, Christian, Dade, Dallas, Greene, Jasper, Lawrence, McDonald, Newton, Polk, Stone and Webster counties.

  • March 14-15 Disaster: More than $7.4 million in low-interest disaster loans approved in the City of St. Louis and Benton, Bollinger, Butler, Camden, Cape Girardeau, Carter, Christian, Crawford, Dallas, Dent, Douglas, Dunklin, Franklin, Gasconade, Greene, Hickory, Howell, Iron, Jefferson, Laclede, Madison, Maries, Miller, Morgan, Oregon, Ozark, Perry, Phelps, Pulaski, Reynolds, Ripley, Shannon, St. Charles, St. Francois, St. Louis, Ste. Genevieve, Stoddard, Taney, Texas, Warren, Washington, Wayne, Webster, and Wright counties.
  • May 16 Disaster: More than $14.8 million in low-interest disaster loans approved in the City of St. Louis and Cape Girardeau, Franklin, Jefferson, Mississippi, New Madrid, Scott, St. Charles, St. Louis, and Stoddard counties.
